Launch of .TEL Domain Names  
.TEL, a new sponsored top level domain name, was launched on 3 December 2008 by the Internet Corporation for Assigned Names and Numbers (ICANN), through its official registry operator Telnic.  .TEL is aimed at creating a global accessible source of contact information for businesses and individuals without the need for the domain holder to create, host and maintain a website.  .TEL domain name holders will be able to create and maintain a personalised communications page which will act as an online address book and can include, for example, telephone numbers, fax numbers, website addresses and email addresses.

Launch information  
During the initial launch period from 3 December 2008 to 2 February 2009 (the “sunrise period”), only owners and licensees of registered trade marks (that have been applied for before 30 May 2008 and registered before the application is submitted) may apply for .TEL domain names identical to their trade marks.  Applications must be based on word marks and on device marks that consist solely or predominantly of words.  Such applications will be granted on a "first-come first served" basis and registrations will be valid for an initial three-year period.  If an application is accepted, third parties will have ten days to file a challenge.  Alternatively, if an application is rejected, the applicant will have ten days to file an appeal.  All .TEL domain name registrations will be subject to the Uniform Domain Name Dispute Resolution Policy ("UDRP") administered by ICANN. 

During the second phase from 3 February 2009 to 23 March 2009 (the “landrush period”), registration of names that have not been taken during the sunrise period will be open to all at a premium price on a “first-come first-served” basis, and will also be granted for an initial term of three years.  

After 24 March 2009, registration will be open to anyone on a “first-come first-served” basis and will be granted for an initial term of one year.  

Conclusion  
With the increased reliance on and popularity of the internet in daily business communications, participation in this universal directory is expected to be an important tool for businesses.  Users of the internet will be able to quickly locate contact information for businesses and individuals without the need to search through various websites or other directories.  The sunrise period will enable trade mark owners to protect their intellectual property rights by registering .TEL domain names before the “free for all” landrush period.  If widely adopted, .TEL may soon be the principal means for businesses and individuals alike to publicise their contact details.
